Q. Explain about the services of Yahya Khan to bring democracy in Pakistan during 1970 to 1971. Also write about the reasons of end of his rule.
Ans. Yahya Khan introduced 1970-71 elections which was an important step towards restoring democracy as it was the first time the public were given the right to elect their own ministers of law making assembly and their prime minister by direct system of elections. Due which the political leaders were encouraged and compaigned for the restoration of public rights and democracy. Due to this now public could hope that those promises were going to be fulfilled which were promised by Quaid and for which Pakistan was established. It can be said that Yahya was successful to open the door of democracy for this country.
Moreover Yahya declared that whoso ever be successful in elections would form their rule in Federal govt to frame all rights as well as completely new constitution according to the promises made by the public. Due to this a ray of hope was spread in the society that the lives of public were going to improve. It was also promised that president wouldn't interfere in this process to drag all power around him as it had been happening previously. Due to this public was enthusiastic and fully charged to support the leaders of their ideologies. There was a true sence of democracy waited anxiously by the public on both East and west Pakistan sides. The success of Yahya was that now all public and election commission were ready for bringing democracy in Pakistan.
On the other hand Yahya didn't postponed the elections in East Pakistan due to intense floods (cyclone Bhola) which resulted in hate against his unsympathetic act by East Pakistanies and their voting system was not properly managed which caused big criticism for Yahya Khan. They felt that West Pakistanies were peacefully voting while they couldn't fulfill their democratic right of voting was against the true democratic formate. This is why even if Yahya conducted elections but East Pakistanies disliked him and declared that he wasn't sincere in restoring democracy.
Another reason was that when election results were declared and Awami league of East Pakistan achieved 160 /162 seats ppp in west Pakistan achieved 81/138 seats. Yahya was postponing oath taking ceremony and conducting the first session of assembly after Awami league had clearly won the election majority. It resulted in intense criticism in East Pakistan against Yahya and west Pakistan that he didn't want to handover the govt to majority party. It was more evident when Yahya and Z. A. Bhutto started negotiations with Mujeeb for power sharing to form a balanced govt. East Pakistan declared it unjustified as they wanted full control and power in the hands of Awami league and Sheikh Mujeeb. The dream of caulition govt couldn't be actulized as Yahya ordered for the arrest of Mujeeb while Awami league inviting India to attack on their own country against their own army. Situation worsened and in the attempt to gain democracy half of Pakistan went out of hands. Yahya was so presurised on this unsuccess that he suddenly resigned and left the situation on its own. It was a big unsuccess.
In short it can be said that Yahya was restoring democracy with the hope of a political govt which would do its own task and he would continue working as the president of Pakistan. The plan showed up in its worst form and Yahya couldn't succeed.
