Q. Explain about the reasons why Z. A. Bhutto could become the prime Minister of Pakistan in 1971?
Ans.
Bhutto became in power in Dec. 1971. He had got overwhelming majority in the West Pakistan under the flag of Pakistan Peoples Party. This was the time when East Pakistan was separated, Yahya Khan had resigned and Bhutto was the prime Minister of the state of Pakistan with full authority. He decided to bring radical changes in the country and to fulfill the dream of Roti, Kapra & Makkan for every Pakistani. These promises made him enough popular in Pakistan to get a chance to become the prime minister.
To bring social and economic changes and provided human rights for middle and lower class, Bhutto introduced some reforms like Industrial reforms, agricultural reforms, educational reforms, health and social reforms as well as administrative reforms. He adopted the policy of nationalisation of the private institutions without giving any payments to the owners. This step helped poor voters of Bhutto to continue supporting him to remain in seat and even win another elections. Without Bhutto there was no other strong political party to rule after the Seperation of East Pakistan.
Federal ministry of production took control of 70 major industrial units related to sugar, cotton, vegetable oil and rice. The purpose was to channelize the investments and raise the living and working standard of the workers. Same way worker unions were also set up, wealth fund was created to help other projects. Capable factory owners were replaced with civil servants with little understanding of commerce. System of nationalization was facing confusions many times due to the interference of bureaucracy, world market was also facing recession in those days. When many goods demand, reduced private companies had to close. Overall it was not a good step to increase and strengthen industries but it had some success like protection of worker's rights and reduced inflation. Pakistan army had been ruling since long time but faced a big shock when 90000 soldiers were taken to India as war prisoners. It was the time for army to reset themselves leaving the political campus in the hands of political party. This is the reason Bhutto got the chance to get the govt.
