2: Nawaz Sharif became the Prime
Minister of Pakistan in 1990. He introduced a series of reforms but had to face
many problems that came along with. He was very keen in industrialization and
thus introduced the National Capital Program. He also started the privatization
of most industries nationalized under Z.A Bhutto. These included shipping,
electricity supply, airlines and telecommunications which were opened up for
the private sector. He also introduced several larger scale projects to
stimulate the economy like Brotha Hydro Power Projects and the Gawadar Miniport
in Balochistan. This helped to improve the country’s status. Nawaz Sharif
started the project of Motorway,
building a fast transportation network, the first in South Asia, this allowed
many countries access to sea port. But the cost estimated was around $ 989 000
000. These measures and other actions had adverse affects in the economy of Pakistan.
Nawaz
Sharif tried overcoming unemployment by importing large number of taxies and
providing cheap loans for their purchase of small businesses for Young men. Few
of these were repaid, resulting in pressure on Pakistani economy. Pakistan did
not have many funds to finance most of its policies on its own. USA majorly
supported Pakistan economically but now it started reducing its funds and loans
to Pakistan due to its Nuclear Program. This left Pakistan in a difficult situation
under foreign debt. The collapse of the Bank of Credit and Commerce
International (BCCI) in 1991 brought major setback to Pakistan’s economy. Investors
lost huge sums, huge fines had to be paid and Pakistan’s image was harmed
internationally.
During his era, the scandal of
co-operative societies also arose. These cooperative societies used to collect
money from old and low budget people and gave them high profits. People had to
face great loss when these companies shut down. It came to the public that these
companies became bankrupt because Sharif’s family had taken large loans from
them and those could not further survive. To wash up these blames loans were
quickly returned but it hurt the reputation of the government badly and caused
the failure of the government.
Pakistan had to face an unfortunate
effect of the Afghan Russia War in the form of weapon flow to Pakistan, corruption
rate and terrorism increased. Kidnapping, bombing and murders became common.
During his government, army and police worked together to deal with the
situation. The government has passed strict orders against the weapons but
there was no use due to the strong weapon. The government passed twelfth
amendment in the constitution which provided speedy justice in the courts. These
court decisions remained unsuccessful because opposition blamed Nawaz Sharif
for using these courts against them.
Administrative
measures also affected the economy according to their management. Nawaz Sharif
lost a lot of support because in
early 1993, Nawaz Sharif had to face serious difficulties due to open conflicts
developed between army, president of Pakistan and Nawaz Sharif.
