Malik Ghulam Muhammad [1951 - 55]
Malik
Ghulam Muhammad [1951 - 55]
Malik
ghulam Muhammad came in the government as third governor general of Pakistan in
October 1951. He persuaded Khawaja Nizam-ud-din to become the prime minister of
the country. Malik Ghulam Muhammad was an ex-civil servant who had his links
with official high ups. In 1951, he set up a planning commission and launched
first six years plan for Pakistan’s economic development related to
agriculture, industry, mining etc. He also started schemes for social uplift.
These schemes were successful to bring the economic development of Pakistan.
Unfortunately, from 1951 to 1953, there was a severe drought in Pakistan which
caused large scale food shortage and riots started against the government all
over the country. Governor General was not ready to deal with such situation.
At that time USA donated millions of tons of wheat to cover the food shortage.
When this problem tackled, another issue arose that ullemas began a campaign
against Ahmedis in 1953. Rioting started so massively that army had to move
forward to control the country.
In these days, Khawaja Nizam-ud-din was trying hard with the help of basic principles committee to prepare an independent constitution for Pakistan but these proposals also met criticism and constitution could made until 1956. Bengalis were also against the reports of basic principles committee. On 17th April 1953, Khawaja Nizam-ud-din was dismissed by Malik Ghulam Muhammad. Khawaja Nizam-ud-din was blamed for using policies causing food shortage, religious riots and overall unrest in the country. Muhammad Ali Bogra was taken as the new prime minister of the country. Bogra believed that foreign aid could improve the economy of Pakistan. He collected food aid from developed countries to settle the situation of food shortage. These social and economic problems were all the time doubled due to the absence of proper constitution of Pakistan. There was a power pull push between prime minister and governor general. Malik Ghulam Muhammad was all the time trying hard to continue his power in the absence of proper constitution. In 1954, assembly tried to limit the powers of governor general. Malik Ghulam Muhammad did not take this opposition lightly. He dissolved the assembly and dismissed the prime minister immediately.
Ghulam Muhammad kept changing the prime minister after every six
month and kept dissolving assemblies again and again for just to prolong his
rule. On 21st June 1955, elections were held for a new constituent
assembly. In the meanwhile, Ghulam Muhammad fell ill, he resigned and handed
over the government to general Sikander Mirza. In this manner, the government
was shifted from the civil servants to the army general.[I.I Chandrigarh &
Chaudhry Muhammad Ali also his prime minister for a short span of time]
