Nazim-ud-din 1951-1955
On 14th September 1948,
after the death of Quaid-e-Azam, Khawaja Nazim-ud-din became the new Governor
General of Pakistan. Liaquat Ali Khan was still working as the Prime Minister
of the country. Khawaja Nazim-ud-din started depending more upon Liaquat Ali
Khan as he was trained directly by Quaid-e-Azam. This was the time when
Pakistan’s first constitution was to be passed and to satisfy the different
groups in the society, especially the religious groups. Ullamas wanted more
religious type of constitution and they were not ready to accept amended
constitution of 1935. Ullamas were claiming that government was not made
according to Shariat rules, so they were dissatisfied.
There was lack of well-organized
political parties and the Prime Minister with a stable majority in the
legislature. It also caused lack of an efficient Cabinet. Many political groups
wanted more authority in their hands instead of the Prime Minister or Governor
General. Provinces wanted more share of power.
East Pakistan had a larger population
than West Pakistan and they rejected the idea of equal representation in the
National Assembly. The East Pakistanis also resented having to accept Urdu as
the national language at the expense of Bengal. East Pakistanis wanted more
share in the Central Government than West Pakistan, according to their
population. This caused political instability in the country.
Pakistan
had to face severe food shortage also due to the stoppage of water in Punjab’s
rivers coming from India. He raised this matter in United Nations which worked
and later in 1960 Pakistan received the support of UN to sign Indus Water
Treaty and canal irrigation system provided was helpful to end the water
shortage in the rivers. Provision of water and dams were helpful to cultivate
the barren lands and establish agro based industries in the country.
